Unable to accept new iCloud Terms and Conditions on my iPhone 14 Pro

I have a notification on my iPhone 14 Pro (iOS version 17.6.1) that I must accept the new iCloud terms and conditions. However, when I tap “Continue”, I get a “Cannot Complete Action” error message (screenshot attached).


I have tried restarting my iPhone.


When I look online for advice, one post says to reset my network settings. However, I’m wary of undoing anything irreversible.


How do I get past this error message?

I had the same issue today. Just got off chat/ call with Apple Support. They were great. The problem has been resolved. So, we did two things, I updated to iOS 18.1, but I also delegated my VPN app from my phone (I can reinstall it if I choose.) So, I’m not certain which of the two variables did the trick. The VPN app caused the update to run slowly. Tech said it may also have interfered with the privacy security of the iCloud T&C acceptance process. Regardless, it is resolved. Apple Support was such a positive experience.

Have you upgraded to iOS18.1? If not, be sure to delete the VPN before that download. (Sometimes shutting the VPN doesn’t really shut it down, delete it from the phone .You can restore it when the update is done.) If this fails, go on with Apple support. I started a chat and they moved my issue up to a phone call. Soooo helpful!
