Unable to accept iCloud Terms and Conditions on iPhone 13 Pro

Have you updated to iOS 17.7.2? My understanding is that this issue was fixed in that version of iOS 17.

Give Apple a Call:

Many participants on these forums end up having to proceed with an update, but they can’t, because of this inconceivable error message. So, I recommend giving Apple Support a call, and reply back with what they say and if their method works for you.

This is an issue that has been going on for years.

A. Successful T & C Submittal:

If required, make sure that [Accept] is checked off, prior to submittal.

B. Swipe Up or Down:

See if you need to get a little higher or lower in the screen. By swiping, you see if there is something else you need to select.
