Initially the Apple Intelligence upgrade download was stuck on preparing for 10+ hours. I fixed the issue by resetting all of my settings using the reset function and was able to toggle Apple Intelligence on. However now it has been stuck downloading for the entire day so far with no features working on my phone as of yet. Hoping for a fix that will allow the features to begin to function soon.

Randomly worked. I double-tapped where it said “preparing” a few times, a percentage of completion at 15% popped up and quickly finished at 100%. I was then able to activate it after being stuck for over 24 hours.
Woke up this morning and it’s all downloaded. I’m guessing Apple has addressed the problem without the need for an update
I was a b upgrade for b to public release. This solved overnight for me. Apple must have pushed something that didn’t require an update.
I fixed mine by just changing the región to Japan, language: US English and for Siri US English aswell (I don't know if this helps but I picked voice 4)

I just bought a iPhone 16 pro max $1300 my apple intelligence has been stuck in downloading for two days no change
Any ideas on how I can get Apple Intelligence to download, I’ve followed all the Apple guidance and community advice and 1 week on, it’s still stuck on downloading.

What settings did you reset?
I just upgraded to 15.2 today and I downloaded apple intelligence capabilities like Image Playground. It was all working fine until another user used my Mac. It now says that it's downloading support in the apps that use apple intelligence although it says 100% downloaded in settings.
It works, just change the Apple Intelligence language to something else then go back and change to your language. Thanks.

Mine doesnt even show that its an option and it should. You've made it farther than I have. It showed it for a brief moment and then took it away and now shows nothing. Another awesome update from apple
Just upgraded and semi bricked the first 16 pro max during the install.
it was in a almost bricked state I’m sure hooking it up to a Mac would fix it but gladly the Verizon staff just gave me a brand new identical one and swapped it . They knew the nightmare we had gone through upgrading our phones with best buy .
don’t upgrade your phone through Best Buy . Ever .
