MODERATORS: Stop deleting my post! It is relevant that I was on a previous test version and now on the public release, and THAT is what is causing this issue for some of us!
Do you really think we haven't tried that? There is a deeper issue for some of us that is different than what YOU are experiencing. For those of use that were previously on a version of 18 (which these moderators won't let me mention since it uses the B word that rhymes with Meta) who've upgraded to the official public 18.2 release, no just putting it on the charger and power cycling does not work, I've literally done that a dozen times and it does NOT work. Again, to be clear, before the 18.2 public update, I HAD Apple Intelligence working in the Test version and it went away and won't download UNLESS I switch my brand new iPhone 16 Pro to the U.K. region. Even now, after all of this time, with the latest 18.2.1 update, it's STILL broken and I have to keep it on U.K. (that's now after probably three dozen power cycles while on the charger.) So don't equate YOUR experience as how everyone is experiencing this, it's a separate issue that you are not getting.
