iCloud backup storage won't empty after deleting

The iCloud backup on my iPhone 11 is full and I'd like to empty it so I don't have to pay for more storage. I barely backup anything as is, not even my photos. I'm mostly concerned about things like my contacts and apps (which don't take up much space). The problem is, when I hit Delete and Turn Off, it empties my storage but it also turns off my backups. Okay sure, that makes sense so far. But when I turn my Backups back on, and I run another backup, I'm right back to full storage. Why is it refilling my storage even though the "next backup" says it's only a few mb? Maybe I'm misunderstanding the way iCloud works, but I would assume hitting the delete button would delete everything in my backup storage, right?


I've searched through the community and can't find an answer to this. I already read through Manage your iCloud Storage and there's nothing in there that solves this problem. I've already gotten in touch with Apple Support and they just sent me to that same link. I'm hoping for a more specific explanation and solution here. It's starting to feel like Apple set up their backup feature in a way that forces you either to pay for more storage, or just not use it.
