Backup Size

My iCloud Backup size in the Manage Storage screen says 3.1 GB and is eating up 3.1 of 5 GB of space. When I touch the Backup 3.1 GB screen it lists 1 back up Documents and Data 0KB. Then This Phone backup 0KB. Then the next touch screen on This Phone says Last Backup Never, Backup Size Zero KB and Next Backup Size 1.21 GB.

I've hit the delete backup red letters on the bottom of this screen. But when I go back out to the My iCloud Backup size it still lists it at 3.1GB and nothing changes. I can't seem to get it down to something smaller. I can only take a few pictures and before my icloud stoarge gets full and stops working.

So is there a way to fix the large backup size? I've jumped through the hoops but nothing seems to work to lower it.
