Apple Watch abandoned property with Activation Lock

An Apple Watch was left at a hotel. The hotel contacted the guest, but the watch was never picked up. By policy, after 6 months on hold, the item is abandoned property and can be disposed of. With the Activation Lock on the device it seems as if the device should simply be discarded, though that seems like a waste. If the Watch is returned to an Apple store, are they able to return it to the rightful owner?
