Apple Pay has been disabled because of updated security settings

I’ve just purchased a second hand MacBook Pro 16”. I can’t seem to use Apple Pay because I have this error/warning

“Apple Pay has been disabled because the security settings of this Mac were modified.”

looking at the apple solution it says to go to system preferences > software update > advanced and to check system data files and security updates.

the problem I’m having is that the laptop is using OS Ventura and these options don’t seem to exist anymore. Does anyone know where I can find them or how to fix the issue?
