Cannot setup Apple Pay on MacBook Pro M3

I cannot set up Apple Pay on my brand new and totally updated MacBook Pro M3. It says: “Apple Pay has been disabled because the security settings of this Mac were modified.”

My security of the startup disk is set to "total".

I have also denied nearly all "Privacy and Security" permissions to app and still doesn't work.

I don't know if to me applies the "when your Mac detects third-party software or malware that affects its ability to keep your payment information secure." because I cannot verify (how?) which apps can affect Apple Pay. Is there a list? Should I delete random apps until it works?
