Apple Pay disabled on Mac

I have a Macbook Pro M1 and I was on latest Mac OS 17 and I decided to back up with time machine to a SSD and then delete everything using disk utility, to update to Mac OS 18.0 freshly, but now I can not add cards or use apple pay, It says that security settings were modified, and now is not allowed, what can I do?

MacBook Pro 13″, macOS 15.0

Just my experience and opinion but this erase and install practice creates more issues than it could ever solve. 😀

Please create a new admin user account. Once logged into the new account try to add a card. If it you’re notified there is another Apple Pay account and do you want to reset it, say yes reset. Add a card. Once added, log out and go back to your original admin account, try to add a card. When it says there is already an Apple Pay account, do you want to reset, say yes and add your card. This should enable you too add more cards.
