Fix Apple Intelligence Stuck Downloading

I Fixed mine that was stuck on downloading by disabling mobile data and it instantly updated on my WiFi network.

playground arrived first and after a few minutes intelligence picture worked, enabled mobile data again after it updated.

I think it gets confused to which network to use. Hope this helps everyone.

I pre ordered my iPhone 17 Pro and got it on release day delivered, made me very happy. I transferred my files from 16Pro phone to phone and everything seem to be fine at first, then I realized the Apple Intelligence was stuck on 99% . I tried changing the language and had the same issue with every other language getting stuck at 99%, did reset all setting , hard reset , toggle airplane mode , turn off cell data . I was on high speed WiFi connection and nothing worked, I called Apple and they tried to help me by doing a hard reset and it did not work, they gave me another number to call. I decided to re install from iCloud and right during the installation I got the option to set up Apple Intelligence right from the beginning. Everything worked fine after the installation was complete, Apple Intelligence , Visual Intelligence and Playground .

FIXED: For this who have tried every common fix and still can’t get it to work. Read this. For weeks I tried everything. Every suggested region, every language, literally everything I could find online and NOTHING worked. I had the apple intelligence option available and turned on and zero luck. Restarting didn’t work. Upgrading from 18.1 to 18.2 didn’t work.

here is what worked: I backup my iPhone with the none working none downloading apple intelligence.a complete local and iCloud update while on iOS 18.2. Then I fully reset my iPhone (erased all content and settings but not pictures, songs….)

then i restore my phone back to the same crappy 18.2 that wasn’t working and voila, apple intelligence actually started to download. So if all else failed try this and with the full back up and restore you won’t lose anything

FIXED** turns out the download was being affected by carrier restrictions. Once I joined a fast WiFi network and reset all of my settings again to refresh the Apple Intelligence download it loaded up and began to work right away.

I fixed it! Changed the language on apple intelligence to English (uk) then changed my language on my regular settings to English (uk) change the voice on my Siri and deleted the dictation history and bam immediately worked. I hope this helps. Struggled for days with it

The key is to turn off Apple intelligence. Set your iPhones region (settings, general) to another language, I picked United Kingdom. Go to Apple intelligence turn back on and power down your phone. When you reboot you should have apple intelligence. Do the same process above but switch back to United States and it should stick. I had to do this a couple times before it worked. Seemed the key was to power cycle the phone

My stalled download on new 17 IOS 26 persisted thru everything listed. Then under Settings-AI scrolled down to Extensions and ChatGPT install needed to be completed by clicking on it. AI then finished instantly!

I managed to fix the problem on my iPhone 15 pro!

I reset and delete everything on my phone and then restored an old iCloud backup from before I had enabled Apple Intelligence.

When I then went to settings and click download Apple Intelligence it took about four seconds and it worked.

Before you do this, remember to check if you have a iCloud backup and how old it is.

👆 This is what worked for me. I tried all the other options. Changing the region/language, deleting Siri dictation history, resetting carrier settings, and probably one or two more things mentioned in this thread. Finally, when I did the reset bagarwood mentioned above (volume up, volume down, hold the power button until you see the Apple logo) it rebooted and Apple Intelligence was no longer stuck, and I was able to turn it on.

what fixed stuck downloading for me was i changed the voice in the 'apple inteligence and siri' setting and also deleted 'siri and dictation history' dont know witch one fixed the issue but all good now

I was stuck on the downloading screen for days, and nothing seemed to work. I ended up changing the region and doing a settings reset, and that finally got the download to complete.
