After installing Sequoia 15.0 Macbook Pro continues to request acceptance of Icloud Terms and conditions.
I have completed the dialogue box multiple times with "accept" but continue to get "need to accept new terms and conditions prompt in System Settings. Apple ID appears to be locked can not sign out.

I went to iCloud settings on my iPhone (iOS 18) which prompted me to accept the new terms, which I was able to do. That cleared it from showing up on macOS.
I tried going to my phone IOS 18, but it does not prompt me to accept Icloud Terms and Conditions. Can you be specific about the steps you took in Settings on your phone to get the "accept Terms and Conditions" prompt?
How do I find iCloud settings on my phone?
Settings > Tap on your name at the top. It prompted me right after tapping on that.
