Unable to Accept Terms and Conditions after Updating to Sonoma

Hi there!

I updated my Macbook Pro to the newest Sonoma update and it prompts me to accepts the New iCloud Terms and Conditions. However, when I click on "Terms and Conditions," nothing appears. Accessing Internet Accounts doesn't work, and the pop-up doesn't appear when using other Apple apps like TV, so I'm unable to accept the terms anywhere. How do I resolve this?

After updating iOs to Sonoma 14.1 I received prompts in the in upper right corner of the screen to view and sign the new T&C's. I did that and it seemed to have taken. But then it keeps returning. I have also accessed it in the Notifications under the system settings where the notice has a red dot. There too I scrolled, read and clicked accept, yet it still is asking for me to sign.

I iCloud is not synching between my phone and MacBook Air as evident my my Notes App.

The Apple ID page in System Settings is totally greyed out and cannot access options. The only live buttons are Sign Out or About.
