Unable to accept MacOS/iCloud Terms and Conditions

I keep getting a notification to accept terms and conditions for iCloud on my Mac but every time I open settings I just get this spinner.


I have tried rebooting the computer and nothing has changed.


Upgraded to MacOS Sonoma 14.0 this morning.

Update - I signed out of iCloud and back in and this seems to have resolved the issue.


I'm not sure why Apple couldn't have told me they weren't able to log me in, the error windows on MacOS are awful.
