After upgrading to Mac OS Sonoma 14.0, I cannot accept iCould Terms and Conditions. I just get the spinning wheel for hours. I have shut down, rebooted numerous times, but it never gets past the spinning screen. How do you accept the new iCloud Terms and Conditions? No mail works, nothing works until I do that.

Same issue! Force Quitting and restarting and then signing out of iCloud and back in worked. However you have to hit Later on the prompting to accept iCloud terms and conditions a hundred times in between these steps. Annoying and clunky for sure I hope apple fixes it!
Just to let you know, I have been on the phone with Apple for 3 hours and so far, nothing has been fixed. I still can't accept the terms and condition even after reinstalling Mac OS Sonoma. But thanks for your offers to help.
Try to log out of iCloud and then log back in. It fixed the issue for me.
I can't log out. It is frozen. It doesn't let you do anything. How can I log out??

I did that. Still didn't work. Actually, I did it about 3 times, went back in and hit iCloud terms and conditions, and got back into the spinning loop.
Don't go there, just log out of iCloud instead.
I went into iCloud yesterday to see if I could just update on the iMac, but it has all my devices in the account. So if I logout, it logouts out all of them. Will that work??
I signed out of iCloud, but it still doesn't work. None of my emails work. It still shows that I need to accept terms and conditions for me to use the iMac, and that still doesn't work.
