HDR too bright

I understand the HDR tech, what I don't understand is why my iPhone 15 increases the brightness so much every time I watch an HDR video or photo, even if my screen brightness is very low. Can't the phone adjust the maximum HDR brightness based on the actual display brightness? Or at least is there a way to adjust it manually?

Or is it a "take it or leave it" kind of option?

To adjust screen brightness manually swipe down from the battery and then finds the ☀️(sun) icon with a white bar then drags up for increased brightness and to decrease gray down. The more white that is in the bar the brighter your screen should be. Sometimes the screen adjusts its brightness automatically based on 1) time 2) brightness 3) settings you have set
