HDR videos makes screen too bright

I dont know if this is only for myself or not but watching HDR videos from instagram or reddit etc are far too bright then dims down back to the original brightness. I use an iPhone 13 Pro and previously used an iPhone 11 which never had this issue. Not sure if its software issue or built in due to the display
