Customize Wallpaper - Photo Rotation

I've been trying to customize my wallpaper on my lock screen with the 'shuffle' feature to show pictures of my daughter and wife. When I go click on the 'shuffle categories' button within the lock screen customization, the 'People' option isn't showing my wife or daughter as options to click on. It only shows myself and my sister in law. However, my wife and daughter are identified in every photo they are in and within the photos app are marked under the People & Pets album and favorited. I'm not sure what else to do to get the option to choose to rotate their photos on the lock screen. What am I missing here?
