If I apply and get an Apple Card, can I recharge a Japanese Suica Card previously added to my wallet since it is a Mastercard? And will I be charged foreign transaction fee if I recharge this Japanese Suica Card either from here or when in Japan?

As a matter of fact just applied for the Apple Card and was approved.
I use it to recharge the Suica Card on my iPhone and it was successfully recharged.
It worked fine.

But are you saying that recharging a transit card (like this Japanese Suica Card App) is considered cash advance?
I would have thought that any card added to Apple Pay could be used to recharge any transit card app.
No, cash advances are not permitted with an Apple Card Mastercard and could result in account closure.
You should be able to use your Apple Card, yes. Apple Card has no foreign transaction fees
