iPhone brightness to full level whenever I see a HDR video. It is disturbing!

Whenever scroll through tiktok, reels, youtube, and even my own videos. My screen appears on a maximum brightness, even if the brightness was lowered. It has to do with HDR or dolby vision and I haven't yet found the settings to turn this off. Is anyone facing the same issue?
