Unable to access icloud music library

I have tried using my iTunes on laptop Windows 10. I get unable to access icloud music library and a red exclamation mark top right. How do I fix this? I have tried repairing iTunes but that did not help

Cannot load library Hi, I just updated my Windows to Windows 10 and downloaded iTunes. Unfortunately, the following message appeared that loading access to my iCloud library failed. I can access every other tab without any problem, but I can't access my library - neither added albums nor playlists. On Apple Music, I can function normally and browse my library. A very small amount of music shows under Songs, I think recently purchased songs only. Uninstalled iTunes and reinstalled with no improvement. Library is resident on PC and appears to be at location listed under Edit>Preferences>General. HELP!
