AppleTV will not scroll when in the guide , using either the AppleTV remote or iPhone remote

Does this happen when you're using a specific app on the Apple TV? If so, then we'd recommend removing this app, then downloading it again using these steps: Customize the Apple TV Home Screen

Delete an app

1. Select the app you want to delete, then press and hold the clickpad center (Siri Remote 2nd generation or later) or touch surface (Siri Remote 1st generation) until the app starts to jiggle.

2. Press the Play/Pause button  for more options, then choose Delete.

Deleting an app also deletes its data. You can download any app again that you’ve purchased on the App Store, free of charge, but the data may not be restored.

Then redownload this app from the App Store: Download apps on your Apple TV

In case that wasn't the issue, would you mind replying back with more details on which guide you're referring to in your post? Where do you see this guide exactly? Do other functions on the Apple Remotes work? That will help us to isolate this further.
