Phantom Notification Badge on System Setting after upgrade to Ventura

My daughter's computer has a notification badge showing in her computer's dock on the System Settings application. When you click it, it does not lead to anything that needs attention or requires action. Her computer is fully updated with all software and this only occurred immediately after Ventura was installed and booted for the first time. We've looked at virtually everything in the System Settings menu for some actionable thing to respond to and can find nothing at all. Any guidance on dealing with this would be greatly appreciated.

Thank you for the background and actions taken - good work I must say 👍

Though what is troublesome is this Notification in System Setting and then the Appearance issue which appeasers related

The only thing I see in my Appearance setting is as per below image.

There is nothing related to any Software Update which this notification is indicating

If I may offer a 7 step Trouble Shooting Scenario to work though, we might be able to sort this out.

It is suggested if going this route to start from # 1 and move down until either the issue stops or continue to last point.

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.

2 - Safe Mode will also eliminate Third Party Software, extensions and drives from loading

3 - Does the issue present in this mode ?

4 - Sometimes a Safe Boot followed by a Normal Boot will just put things right.

5 - If not - there could be something in the main User Account playing up. To further isolate this - Set up users, guests, and groups on Mac. Then log out of the Main User account and log into the dummy account and test again if the issue persists.

6 - If the issue is present in the dummy account - then, this appears to be a System Wide issue on the computer.

7 - Download the Application Etrecheck directly from the Developer.

The application is free or paid from added features.

It will take a Snap Shot -  both the hardware and software.

Hi MrHarwick,

Thanks for posting in Apple Support Communities.

With the badge notification showing, but not leading to any specific setting to be clear, start by restarting your Mac. If it continues, restart your Mac in safe mode. This is where a health check is performed on the disk while limiting start up items.

Check for the same badge notification.

How to use safe mode on your Mac

Regards.

Normally, a Notification in the System Setting Applet is an indication of a System Update.

At least it did yesterday when I turned on my M1 MBA running Venture 13.0.

It was a notification of " an update is available " which turned out to be the Ventura 13.0.1

Suggest opening the System Setting applet and checking again..refer to image below

That's usually my first thing to check and I did check it carefully, even restarting, and even checking again the following day. But each time I received notice that my computer software was all up-to-date. So I'm trying what "1ssmith" suggested. I've rebooted in Safe Mode to see if that would work. Tried that twice and I still got the notification badge. So now, the next recommendation is to reinstall macOS Ventura from Recovery mode. I'm about half way through that as I write this. I will let you know what happens. Thank you.

The update was macOS Ventura 13.0.1 (22A400). To fill you in a little, I bought this computer nearly 3 years ago for my daughter who live in another state. She was a novice computer user but started using if and within the first 2 or 3 weeks of use, she complained that she was unable to turn on the computer. So that was in the middle of the COVID epidemic and the computer just sat and collected dust for a couple of years. Then, 2 weeks ago, she brought it to me and I decided to check it out and it started up just fine, without a glitch. So I decided to install macOS Ventura. When I did that, I got 2 or 3 notification badges and was able to take action on all but one. It's the one that automatically jumps to the "Appearances" settings. I've now completed the reinstallation from Recovery Mode and the notification badge is still there. When I click on it, it automatically takes me to "Appearance" settings but does not prompt me to do anything. On "Appearance" I tried changing the setting on thing to see if doing that would make a difference. It didn't.
