Voice Dictation/Hey Siri Not working after updates

I have an iPhone 11 and iOS 16.0.3. For the past few days, voice to text just spins a blue circle and then nothing shows up for text. Using hey siri does not prompt Siri to come up. Voice memos work just fine, so it is not a problem with the actual microphone. Anyone else have this issue or know solutions? I have reset network settings, turned off/on dictation and Siri, restarted my phone. No luck. Thanks!
