How to access locked iPhone 11 via iTunes or iCloud on a Windows computer?

Hi I locked myself out as I could not remember my passcode - but since found it - I can access itunes as well as icloud, but my phone is not being recognized by my windows computer I have it plugged in. Not even the Apple Devices app is finding my phone. to erase and restart it.

I want to sell it as I dont really use it.

I have the access codes etc... HOW CAN I GET IN - I dont know anyone with Mac - I am in a tiny village (poor people) in Panama - I am travelling and only going to Costa Rica in 10 days, but someone here wants the phone... PLEASE HELP I have my password and access but still NOTHING....
