Resetting disabled iPhone 6s on windows pc

Hi I'm on my windows pc trying to reset my iPhone 6S because I typed in the wrong password too many times :( I went to the apple support page "If you forgot your iPhone passcode or your iPhone is disabled" and followed the steps. But when I plugged the phone in the pc, I can't find the device on the Apple Devices app's sidebar. No matter how many times I try it just won't appear. Is it because my pc is windows? Or is my phone too old? Is there any way I can restore my phone? Thank you 😭
