I am trying to watch a movie on the Apple tv app on ps5. It is saying I am trying to play this on too many devices. I do not own an apple device, and the ps5 is the only device I am using an apple app on.

Apple TV+ content can be streamed to 6 devices simultaneously, per subscription. That includes Family Sharing: the 6 simultaneous devices total limit applies to the whole family. So if one group member uses two streams simultaneously, then 4 streams remain for the rest of the group.
Other Apple TV app content may have other (lower) limits. In-app channels often allow for 3 streams. Rental movies have just 1 stream.
If none of this applies to your situation, then I would advise to contact the Apple Support staff. They may be able to reset something in their systems.
