Why is Apple Intelligence not available on my iPhone 16 Pro Max running iOS 18.3?

I own an I-Phone 16 pro max with 18.3 IOS . I cannot seem to find Apple Intelligence or Chat gpt with Apple intelligence. I made sure to check my region and language. Yet I cannot find the settings.
