Are text messages warning of cloud file deletion due to failed payments a scam?

I keep getting text messages warning me that my cloud files are scheduled to be deleted after 4 failed payment attempts. It instructs me to prevent this from happening by going to Ici hav.com/JSa0J8n and updating my payments. Is this a scam???
