Having looked up that I can convert M4a to MP3 with Apple Music, the app allows me to upload the file, but in 'convert' does not allow the options. What am I doing wrong ?

It is was created in a third party app then it may have no metadata and currently be listed with a song name that matches the filename, without file extension, and otherwise be listed under Unknown Artist/Unknown Album. Once you are able to identify the track in Music you should be able to convert it. Note you say that you know it got imported, but how, if you cannot find it? Music will silently reject any file it doesn't like. These can be non-standard formats, or a format that doesn't match the file extension. The way to check for certain is to drop a copy of the file in the Automatically Add to Music folder in your media folder. Either the file will be absorbed into the library, or it will be moved into a Not Added subfolder of Automatically Add to Music. It won't tell you what the issue is, but at least you will know for certain there is one.

That should normally be possible as long as the song is stored locally and not protected with DRM. See Convert a song to a different file format with the Apple Music app or iTunes for Windows - Apple Support. Check that the source is file isn't marked as read-only.

Hi, I'm sorry. It's a recorded audio file, not music, that I made through the dictation app on my iPhone. Having it exported to my MacBookPro, I imported it to the Apple Music Library after I had indicated the file should be converted to mp3. But nothing happens ?
Simply do not understand where the trail goes wrong.....

For a reason that I do not understand and after several fruitless attempts, the Music app changed the format of the imported file tot mp3. So I could use it. Now I must look forward to repeat the steps and be successful right away.

To be clear the Convert Format tool makes a new copy of the file in the selected format and adds it to the library. It doesn't remove the original file from the library, nor alter the original file. The location of the converted file depends on its metadata. You can right-click and use Show In Finder to reveal it.
