Is Apple Intelligence available for iPhone 14+?

I recently came across information about the new glow feature in Apple Siri intelligence. However, according to the article, it appears that this feature is only available for iPhones 15 and newer. Is there a way to access this feature on iPhones 14 and above? I’m somewhat disappointed since I have a 14+ and those models are not very old, I think the phones were released in 2022, so I wondered why this feature isn’t available for those phones.
