Apple Intelligence not working on my iPhone 16 after iOS 18.4.1 update

I’ve just got my new iPhone 16 and just recently updated to iOS 18.4.1. The apple intelligence is not working and it’s using the old siri. It keeps saying download support, where should I download this? and I keep opening the AI (apple intelligence) in the settings and I’ve already turned it on but still doesn’t working; I even restart/reboot the phone.
