How do I fix mislabeled Gulf of Mexico in Apple Maps

Apple changed it in the USA. If you're in a different country, change your settings accordingly.

It is not mislabeled, but rather an executive order by the President which issued the name change. Currently for Apple Maps users in the US, they will see it as Gulf of America.
