When making changes in the ABM portal, such as enabling federation or removing the existing domain, we receive the error message, Apple Business Manager has stopped responding.

There are couple of scenarios this could happen,
1. Outage at ABM end.
2. Issue with browser or Network - Try connecting to a different network. Clear browser cache and cookies then give a try. Try incognito mode.
Ensure the account is active. There is a bug where you can log into an account that is not active if the account became inactive due to too many password resets. If the account is in this state, it can produce these errors. If the errors persist, please reach out to Apple Support directly.
