Cannot Play "Song" Because of Another Device - Error

For awhile, I put up with an error that, now, is becoming an annoyance.
I have used iTunes Match, now renamed, for years. I have quite a bit of music that's unavailable from Apple Music. There are times when I would attempt to listen to an album in that library, and I would end up with an error that the song will not play due to "another device." As it is usually on one device that I'm trying to play the song, or even download it, I am uncertain on its meaning or how to proceed without this error.
Now it could be that what I've uploaded may be in Apple Music. Regardless, this error has been an annoyance, and the fact that I cannot download or listen is becoming more than just an annoyance. While I do have HomePods at home that pro play Apple Music, for which I am a subscriber, that should be independent from my stored music that I've uploaded to iCloud.
I could use some assistance on how to best deal with this. Thank you.
