AirPods not announcing incoming calls on iPhone

iPhone doesn't ring for incoming call when AirPods are active and in my ears.

Otherwise, it behaves as expected. While using AirPods for music/audible, Siri responds, takes dictation, announces emails, etc. But no incoming call is heard/announced.

Please try this

Adjust the volume of sound effects for AirPods - Apple Support

Connect your AirPods to your iPhone
Go to Settings and select them under your Apple ID
Scroll down to "Accessibility" and select it
At the bottom of this page you will find "Tone Volume"
Adjust the tone volume according to your desired noise level

Thanks for the suggestion. Tone volume is at 100%. Still no ring tone.
