I did make an update to iOS 18.1 last night, downloaded Apple Intelligence successfully but it still stuck on "Preparing" status for like 10 hrs. Is there anyone know how to fix and make it work? Im desparate....

None of the remedies in this thread have worked for me. Still stuck preparing.
I couldn't choose voices at all. I switched languages and back to English American and at least that's fixed waiting to see if preparing goes away. It was stuck showing nothing in the Language section and Australian voice.
Randomly worked. I double-tapped where it said “preparing” a few times, a percentage of completion at 15% popped up and quickly finished at 100%. I was then able to activate it after being stuck for over 24 hours.

Also (as others have pointed out), be sure that the region is set to the United States and language is set to English U.S.
It is not required or even necessary to set the region to the US. It IS necessary to set the language and Siri language to US English.
I updated to 18.1 on release day and am still waiting for apple intelligence on my MacBook Air M2.
Tried changing the language to an unsupported country and back, restarted multiple times, re-installed Sequoya all to no avail.

Do you use a VPN on your Mac? If yes, turn it off and see if the download works.
I figured it out!!! I was troubleshooting for days about why apple intelligence wasn’t downloading. I realized that I always have battery saver on for macbook. So I connected to wifi as required, then TURNED OFF BATTERY SAVER, and boom, apple intelligence immediately finished and now I have apple intelligence! The whole time it was stuck in preparing because battery saver was turned on and I am guessing that in order to conserve battery it won’t do any major updates or downloads. The gentleman that used his Time Machine and reset his Mac to factory settings got me thinking. Yay!
Same. Yesterday I decided to switch to another language, turn off Siri. Turn off WiFi. Reboot. Add another user. I enabled everything and switched to English over there and it activated, but said it was downloading, not all features would be available. It went up to 4.46GB and never moved up. Today after boot it’s back to 4.43.
Based on another person's recommended solution, I was able to fix the problem by fully resetting the device. It appears that the problem was caused by a software update being applied while intelligence was still getting set up.

I am always in a loop with these two tabs. When i tap Get Apple Intelligence, the Set up Now pop out. Then i tap set up now. Then no reaction…
Doesn't work on my Mac.

It is now working after some minor download of some features for Siri. What I did is switch to other language region and back to US. Then it is ok. Make sure your internet connection is ok.
Almost 9 hours it was stuck in preparing. I rebooted the phone and connected with WiFi, now downloading started
