Apple Intelligence is not available on my iPhone even after updating to iOS 18.1

I just got my 16 pro max yesterday. Apple intelligence & siri doesn’t even exist. I have just Siri still in my settings

I got it from the AT&T store and it did come with 18.1 already installed

the features like erase tool for camera ane other features on apple intelligence can’t be used even after update 18.1

from the UK, I have got iPhone 16 pro max, just got IOS 18.1 but there is no waitlist option

I have 18.1 installed I do have the apple ai option to join waitlist I press on join waitlist but nothing works
