Songs not syncing to Apple Music Library, cloud status stuck on Error

Randomly yesterday, my library stopped syncing ANY new music file I added to it in apple music, if its under a minute it will sync but it does not work otherwise.

I know its not a file issue or anything, these files have been uploaded successfully in the past and worked fine, I've done everything I can think of but NOTHING works.

Windows, Windows 10 (19045)

Apple updated the PC app on 10/4/24, and I'll bet that the update is buggy, which has since caused all our new non-syncing issues. I tried to fix while on phone with Apple senior advisor today but not successful. He wants to blame the iPhone and do a fresh backup to PC prior to restoring iPhone. Is that a solution to issues that clearly appear to originate with the Apple Music PC app?
