Terms and Conditions

I just got a refurbished Imac & I am stuck on the terms & conditions screen. it will not let me click Agree & I have read it all.

iMac 21.5″, macOS 10.15

at times they disable the button unless one scrolled all the way to the button of the textbox

terms and conditions I updated my Mac book and I am unable to accept the terms and conditions. I scrolled down and the accept button isn't available.
