Unable to continue past Terms and Condition while setting up Macbook Pro

I am setting up a new to me 2016 MacBook pro, and after entering my apple ID info it shows the terms and conditions page, but the "agree" button is greyed out (photo 1). the more button gives a small pop up (photo 2). there is nothing to click on to move forward. Any assistance would be much appreciated!!

After posting this I found a YouTube video https://www.youtube.com/watch?v=vwkh2VJECHo that showed what was happening. Said this is a new issue and the workaround is to skip the iCloud sign in step and complete the setup. Afterwards log into iCloud and you can then successfully agree to the terms and conditions. Hope this helps someone else.
