“Silence Notifications From” focus setting is broken

I am trying to set up a personal focus but the “Silence Notifications From” setting is broken. I am trying to set it specifically so Snapchat will not be blocked, so that app is not on this list. Despite this, notifications from the app are still silenced and sent to notification center, and do not show on my lock screen when in sleep mode.

Help adding apps to silence In focus I am trying to add apps that I want silence In a personal focus. But I have a problem when I press plus to add apps. There is no apps the list i blank. Screenshot below.

This is extremely frustrating because focus modes are NOT a new feature, but still seem to be absolutely bugged.
