Help adding apps to silence In focus

I am trying to add apps that I want silence In a personal focus. But I have a problem when I press plus to add apps. There is no apps the list i blank. Screenshot below.

I can't add apps for silencing in any focus modes I can't seem to add any apps to my focuses. To silence or allow. The list is empty. I tried reseting settings. Tried some fixes found online but nothing seems to work. I am on ios 18.2 had this problem on previous versions. I don't think I had this problem on ios 17

Is there a way to force apps to close when focus time is on? Is there a way to force apps to close when focus mode is on? Can I create an automation and how?

Connect to WiFi instead of a hotspot may help.
