Apple Pay Disabled because of security Setting of this Mac were Modified

Thank you but did not work for me. I got the same error message when logged in as the second user. However, I did arrive at a solution. On Sonoma 14.6.1 as of August 2024, go into Settings, Software Update and see Automatic Updates. It says Security Responses with a circled "i" to the right. Click the "i" and there is a dialog box with options. I had to turn on "Install Security Responses and System Files" to be able to set up Apple Pay. (FYI, my other settings on that dialog box are Check for updates - On, Download new updates when available - On, Install macOS updates - Off, Install application updates from the App Store - Off.) Credit to a senior support technician on a support call and to the author of another post from 2020 that appears to have it correct, just a bit outdated. Good luck!
