I don't know if the problem is in iOS 17.1 or macOS 14.1. Listening History was synchronizing fine prior to these latest software patches from Apple.
I have reaffirmed that both my iPhone and Macbook laptop have Listening History enabled in each Music app.
FYI I started a Chat with Apple on this today and then got handed off to a phone call with a more senior Support resource.
It seems this is a known defect, and the Support person implied this would likely be fixed with the next software patch.
I do not know if the defect was introduced with macOS 14.1 or iOS 17.1.
This defect was confirmed by Apple, and appears to be solved after I applied iOS 17.2 and macOS 14.2.
Listening History is now working again as expected between my devices.
Music - Listening History is no longer syncronizing after applying 17.1 on iPhone and 14.1 on Macbook laptop
