Markups become permanent and I can’t erase

After taking a photo in notes, I would markup the photo. However after clicking done, when I go back into the photo my markups seem to have been permanently marked into the photo. I can’t erase them, but I can still add to them. Any time I click done my changes become permanent and when I try to open up the photo again I can’t erase anything. I’m not sure what is wrong because my friend’s IPad can do this perfectly fine (markup a photo in notes, click done, go back in, and erase previous markups). This problem just started today. Previously I was able to do this without problems. I have tried restarting my IPad, it doesn’t help.

Yes, this works. I don’t want to seem lazy, but this requires me to always open photos and and upload it to notes every time. Then I would have to delete all of these photos because I don’t want them in my photo library. I’m trying to figure out why this feature was taken away from me and how to get it back on my IPad as other devices seem to still be able to markup and come back later to erase. Is there a setting to turn this off? It doesn’t make sense to me because it was working fine up until now.
