iPhone 13 Update 16.5.1 download and install button is gray, unable to click to start download. What do I need to do to get this update?

I am plugged in and I am connected to wifi. It still won’t let me update.
My Apple Watch 7 updated without a problem.

Connect to a Power source and the internet and start again.
The iPhone still doesn’t let me do the update. My apple 7 watch and laptop updated without problems . Any suggestions?
