I cannot turn my location services off and it also does not work on each individual app listed below location services.
iPhone 12 Pro Max, iOS 16

Is your phone part of a Family Sharing plan? Screen time settings can be set to not allow you to shut off Location Services. Are you able to shut off Content & Privacy Restrictions at Settings > Screen Time > Content & Privacy Restrictions?
