I have ensured the Low Quality Image Mode is turned off on my devices and have sent through iMessage on both wifi and network settings yet the images are still received blurry on the receiver end. I have a new iPhone and have enough storage on both phone and the iCloud. This issue was also happening on my old iPhone.
Any suggestions on how to fix? I often send images as part of my job so it's quite annoying to have this ongoing issue.

Just do a hard reset. Quickly press volume up, volume down, then hold the power button until you see the apple logo. The screen will go black first but keep holding until you see the apple logo. This is usually the fix for all software anomalies.
I have this problem as well. Both devices are iPhone. iMessage has Low Quality Image Mode turned off on both devices. If I send a video over WiFi that is 1080p and like 2 minutes long, the receiver will get a much lower quality version of the video. Same if I send it to iMessage on my Mac. iMessage ALWAYS degrades the quality on the transferred video.
Probably you are sending the images to Android users.
