Low Quality Pics in iMessages

When sending photos through iMessages, the photos are received in lower quality. Both phones have "Low Quality Image Mode" turned off. Both phones are connected to the same wifi with speeds over 100 mbs. Both phones are iPhone 14 Pro Max's using the latest iOS 16. Any ideas?

"How to restart your iPhone X, 11, 12, 13, or later


Press and hold either volume button and the side button until the power-off slider appears.


Drag the slider, then wait 30 seconds for your device to turn off. If your device is frozen or unresponsive, force restart your device.


To turn your device back on, press and hold the side button (on the right side of your iPhone) until you see the Apple logo."

To further isolate the issue, does this occur with specific photos you try to send or all photos? For instance, does this occur with photos you downloaded and photos you took with your iPhone's camera? Also, does this occur with all contacts or one specific contact. If this occurs with this one specific contact, it is possible the issue is on the contact's side.

This issue does not occur from photos taken with the iPhone. This issue only occurs with a downloaded image. In this particular case it was a JPG that has the issue. I have not tried any other formats, only JPG and the PNG from the iPhone photo. This happens with multiple people I have sent the JPG to just to test. I understand it could be on the contacts side, so that is why I chose to test this with my wife's phone (iPhone 14 Pro Max w/ IOS 16.2; also on wifi) so I knew the test conditions.


The JPG is only 13kb on my phone, but is 7kb when she receives it in iMessage.
